ENOUGH OF THE BAD PRESS

The impact on chemical tanker shipping of Annex II to the International Convention for the Prevention of Pollution from Ships (MARPOL) 1973, is discussed by the author. He considers the development and implementation of the Annex to be a remarkable accomplishment and regards as unjustified the criticism repeatedly given it by the press for ostensibly having too long a gestation period and overly complex provisions.
