ROAD MAINTENANCE PROGRAM MAKES MOST OF SCARCE FUNDS
The article describes how a well organized, proactive maintenance program helps municipal highway superintendents protect valuable resources and obtain the most value for funds. The first step is to make a complete survey of the roads throughout the city to help prioritize and organize the program. The traffic counts on roads, and drainage are important aspects. Budget is a key consideration in any maintenance program. The gathering and analysis of a variety of data is important for the development of a maintenance program. The importance of the software system to do this is discussed. The procedures for upgrading the roads are then considered. The development of the program's bid specifications is also discussed. It is important that an inspection process be worked into the maintenance program. The importance of community relations in any road maintenance program is also emphasized.
