BLOCK SIGNALS: THE LATEST DEVELOPMENTS IN RAIL TRANSIT
This article is divided into two sections: Green Lights, which covers those cities which are going ahead with new rail transit developments, and Red Lights, denoting those areas where rail development has been blocked for one reason or another. The Green Light cities include Baltimore, Chicago, Dayton, Denver, Edmonton, El Paso, Houston, Los Angeles, New York City, Seattle, Toronto and Washington, D.C. -- all of which are either extending lines or constructing new ones altogether. The Red Light cities include Honolulu, Philadelphia, Pittsburgh and San Francisco -- cities which have had to scrap plans for the present due to lack of funding.
