IMPLEMENTATION OF RESIDENTIAL DEVELOPMENT AT RAIL STATIONS IN CALIFORNIA: CASE STUDIES AND POLICY OPTIONS. FINAL REPORT

The report provides insight on California's market potential for locating higher density residential development near rail transit stations as a means to provide affordable housing and increased transit ridership. Using selected rail transit stations in the Bay Area as case examples, the paper considers why higher residential densities have been achieved only infrequently and identifies barriers to higher residential densities. The report concludes with a brief discussion of policies that might be pursued to help achieve higher density residential development near transit.
