ROUTE TO A NOISY FUTURE

Kent County Council supports the construction of a new international rail link linking London with the Channel Tunnel but is concerned about its environmental effects. Figures are given for expected increases in rail traffic both on the new line and on existing ones. Increases particularly in freight traffic will cause a significant noise problem and the Department of Transport has formed a working party to consider the issue and to set new standards. British Rail (BR) have proposed a single noise standard of 70 dBA Leq to cover the entire 24-hour period. Kent are unhappy that this allows too many trains to run during evening and night periods and have come up with their own proposals. On new lines standards are suggested for three separate periods - daytime (7am - 7pm) and evening (7pm - 11pm) and night time (11pm - 7am), all of which are stricter than BR's. For existing lines a similar arrangement is suggested with in addition, a noise increase trigger set at 3 dBA. Suggestions for ameliorating noise nuisance are listed. (TRRL)
