The paper describes a cash flow model developed for the purpose of evaluating the Regional Transportation Plan and the region's capacity to finance the capital portion of proposed heavy rail extensions. This model is usable in all transit corridor studies to determine the financial feasibility of proposed new rail extensions and insure that the plan remains realistic in light of anticipated funds.
