METHODOLOGY FOR ANALYZING LEVEL OF SERVICE OF URBAN AND SUBURBAN ARTERIAL HIGHWAYS IN DELAWARE
This report presents a new approach for measuring the level of service on arterial roadways for application in Delaware. The report is organized in 6 sections. Section 1 is an introduction. In section 2, previous studies on the subject are reviewed. In section 3, the terms are defined and explained for the elements of arterial highways, including classification, physical elements, and the operational and flow characteristics. In section 4, the effects of traffic signals on the flow characteristics of an arterial roadway are identified and analyzed in detail. A set of criteria which determines the level of service of an arterial is developed and incorporated in the current Highway Capacity Manual method for the arterial roadway analysis. Steps for deriving the level of service are provided together with an example. In section 5, the proposed method is validated by field surveys on arterial roadways in Northern Delaware. Finally, section 6 summarizes the study.
