In the Netherlands the bicycle is a major transportation mode for urban travel. A modal share of nearly 50% is not uncommon. In order to enhance bicycle use the city of Delft developed an ambitious bicycle network scheme and started implementation during 1982. This scheme consists of a considerable extension and improvement of existing bicycle facilities in such a way that a city-wide, comprehensive and hierarchical network will result. In view of the innovative nature of this plan an extensive evaluation study has been initiated by the Dutch Ministry of Transport. A number of studies are performed, among others on modal split, route choice behaviour and network use. One of the major projects of the bicycle scheme is the reconstruction of a pedestrian underpass crossing the railway line near the Delft central railway station to serve bicycle traffic as well, the stationstunnel. In addition to the main evaluation study of the Delft bicycle network, the stationstunnel and some other projects realised near the station have been evaluated separately by means of a before-and-after study. The first part of this report analyses possible effects of the stationstunnel project on train usage, the modal split of local trips to the railway station, spatial relations with the station etc. Evidently special attention has been paid to effects on bicycle traffic and network use in Delft of train passengers leaving from the Delft central railway station. The second part of this report deals with the function of the stationstunnel with regard to through traffic of bicyclists crossing the railway line in Delft. The project has caused significant changes in routes followed by bicyclists to destinations in Delft. In particular on distances of 0 - 400 metres from the stationstunnel. As a result, bicycle traffic volumes on other heavily used railway crossings and roads have decreased.(A)
