POLICIES TO ABATE POLLUTION FROM MOTOR VEHICLES: AN EVALUATION OF SOME ALTERNATIVES
Alternatives to the current policy of fixed standards and timetables are evaluated. Among the alternatives considered are new and used car emissions taxes, gasoline taxes, and parking taxes. Policies are evaluated on the basis of the extent to which they provide incentives to minimize the cost of air pollution abatement. Effects of different new car emission reduction timetables on air quality in several cities are analyzed. Marginal costs of further automotive abatement are compared with marginal costs of abatement of pollutants from other sources.
