JOINT DEVELOPMENT OF TRANSIT PROPERTIES

A policy forum on joint development cosponsored by the Urban Land Institute and the Urban Mass Transportation Administration (UMTA) is reported. The forum which was initiated by UMTA to foster dialogue among the developers, communities and others, discussed the opportunities of, and impediments to implementing joint development concepts and projects. Short- and long-range solutions to the impediments were recommended. There was agreement that UMTA should establish policies to advance, support, and reinforce joint development efforts. It was recommended that UMTA outline standards for joint development. Participants were encouraged to look at joint development from a holistic perspective that accounts for both the corridor or precinct near the transit property and other available modes of transit. It was recommended that UMTA adopt a sliding scale to determine its involvement in joint development at the local level. Recommendations were also made for local governments and developers, and an attempt was made to clarify UMTA's position.
