ESTIMATING PAVEMENT CONDITION AND REHABILITATION COSTS USING STATISTICAL SAMPLING TECHNIQUES

The Texas Department of Highways and Public Transportation (SDHPT) is currently collecting large volumes of data with its Pavement Evaluation System. It is economically feasible only to conduct a sample survey of Texas 70,000 mile highway network each year. Thir report describes a study performed by the Texas Transportation Institute to investigate the effectiveness of various sample sizes at predicting the pavement score distribution and the rehabilitation cost. A unique feature of this work is that the sample was used to estimate the distribution of pavement scores, rather than simply the mean score. By using the distribution of scores it is possible to estimate the number of miles below a minimum acceptable score and the approximate cost to maintain and rehabilitate the entire pavement network. The data used in this study was collected in 3 Texas districts in 1982. Within each District a 100% survey was made of the pavement condition. Therefore, the true pavement score distribution and estimated rehabilitation cost were known with certainty. In this study, several types of sampling plans with varying sample sizes were examined. It was concluded that sampling by county is the most efficient method, and that a 10-15 percent survey is adequate to determine the condition of the pavement network. It was also found that a 30-35 percent survey is required to achieve accurate estimates of the cost of rehabilitation. (Author)
