This report is an inventory of the methods evaluating research and development (R&D), the procedure that underlies R&D procurement and indirect as well as direct effects of the process. It is also suggested how to carry out a research project to get the answers to the following questions: (1) who are the winners or losers of R&D results? (2) which are the key determinants of the awards to these winners or losers? (3) are there possible alternatives to the R&D process in the light of cost versus effectiveness perspective? And (4) to what extent the benefits of R&D activities exceed the the resources and costs spent? (TRRL)
