TRANSIT PASSES FOR SAO PAULO'S UNEMPLOYED AND LOW INCOME WORKERS. SESSION 20

Because the Brazilian financial crisis has produced increased transit costs and unemployment while decreasing buying power, it was decided to provide free transportation for those seeking new jobs and reduced fare transport for low-income workers impaced by inflation. Various means for implementing these policies were considered. Two suburban communities have successfully put such policies into effect but implementation in Sao Paulo was delayed by political problems.
