TOWARDS THE PERFECT TRAFFIC FORECAST. SESSION 8

A research study was undertaken by the National Cooperative Highway Research Program to develop and document a set of standardized procedures for converting system level forecast data into usable project level data. The study was conducted by JHK & Associates. JHK interviewed a large number of producers and users of highway traffic forecast data to determine both needs and current practices. Promising procedures were identified. In some cases procedures were refined or modified. Procedures were tested through the use of case studies. Those procedures that appeared to best meet the needs of both the producers and users of project level traffic forecast data were published as a part of NCHRP Report 255. This paper reports on some of the key issues associated with trying to produce effective traffic forecasts for highway project planning and design. It describes procedures that can help in dealing with these issues, and it examines the degree to which the procedures improve the project level traffic forecasts. (Author)
