A manual is provided on transportation system planning techniques that are applicable to small urban areas. The functional classification of streets and highways is discussed: the basic concept, functional classes, information required, and step-by-step procedure. Noncomputer and computer techniques are described for estimating transportation demand; information required for system planning and simplifications for data collection are provided. Estimation of the social, physical, economic, and environmental effects of alternative transportation systems is discussed. Methods are described for evaluating transportation service relative to intersection and corridor capacity. Priorities for determining solutions to transportation problems are addressed.
