TECHNICIAN CERTIFICATION: A PROGRAM IN ACTION

In 1965 the West Virginia Department of highways established a program for the certification of industry and department personnel in bituminous and portland cement concrete technology. It is a cooperative program of training, study, and examination so that all personnel (producer, contractor and department) would be better able to assure the level of quality required by the governing specification. The requirements for technician certification are satisfied by written examination. In 1966, an Inspection Certification program was added. This was for highway department personnel only and covered the areas of bituminous concrete, portland cement concrete, aggregates, and bridge maintenance. Training is an essential part of both programs. In 1973 the program was expanded to include aggregate technicians and compaction technicians. The joint industry-department technical certification program is an integral part of the state's systems approach to achieving the inclusion of specifications and procedures with a clear definition of the responsibilities of the contractor and the department. A further step towards quality assurance was to use the resources of the classification system based on the Transportation Engineering Technology series administered by the Institute for the Certification of Engineering Technicians.
