Evaluating a Secure Method of Remote Video Coding to Enable Overseas Data Sharing

Naturalistic Driving Studies (NDS) such as SHRP2 and UDRIVE may enable significant advances in understanding driving and traffic safety. However, these datasets are expensive to collect, and data sharing can significantly increase the usefulness of these data. Because NDS typically include face video, privacy protection is particularly important. Current practice where researchers travel to sites where the data are stored is burdensome, so a means of sharing data remotely while still protecting privacy is needed. This paper presents the concept of Connected Analysis Centers (CACs) where data including video can be shared remotely while ensuring protection of personally identifying information (PII). The overall concept is described, along with administrative and technical requirements. Solutions to administrative requirements are discussed, along with two remote-desktop-based solutions to the technical requirements. As proof of concept, two sharing platforms were set up, one in the U.S., and one in Sweden. Two remote coders in the U.S. and two local coders in Sweden coded the same 38 video clips hosted at the Swedish site. Results of interrater reliability analysis indicated that the remote platform did not introduce variability or bias into the coding results. However, within-site coding was more similar than between-site coding. This indicated the critical importance of training and harmonization of coding protocol to ensure consistent coding across sites. The CAC approach provides means of sharing data between remote sites that ensures data security. By overcoming barriers to sharing, data can be shared more widely and data re-use substantially increased.
