DISCUSSION OF RESOURCE PAPER ON WORKSHOP 4: STATE AND REGIONAL DEVELOPMENT

General observations and specific comments are made which relate to the resource paper. Adequate funding for transportation and other functional planning must be accompanied by adequate funding for comprehensive planning. The imposition of any national uniform system of procedures and relations that did not take account of the great variations in federal agencies, states and regional agencies, would cause much damage in given instances. Also, the federal government is not internally structured so that agencies work together. Although the private sector increasingly supports the need for growth and development policies at every governmental level, federal funding for comprehensive planning is decreasing. The states have not demonstrated leadership in intergovernmental planning systems (charaterized by 5 tiers: national, multistate, state, substate district, and local). Federal regional councils and inter government agencies have failed to overcome departmental barriers. Differential policies must be internally consistent within a general transportation policy framework at each governmental level begining with the federal government. Responses are also made to resource paper statements related to state general comprehensive policy frameworks, linking of comprehensive statewide planning agencies with central State budget agencies; Office of Management and Budget; multistate regional organizations; the Advisory Commission on Intergovernmental Relations, umbrella multijurisdictional organizations, the Transportation Research Board, and the Metropolitan Atlanta Rapid Transit Authority.
