EU Air Transport Liberalisation: Process, Impacts and Future Considerations

This discussion paper provides an overview of the process and impacts of air transport liberalization in Europe. The overview takes into account the unique characteristics of the European air transport market and provides one of the first descriptive analyses of the longer term impacts of European Union liberalization. The authors first describe the creation and liberalization of the internal aviation market, and then discuss the impact of intra-EU liberalization during the period 1990-2014. The external dimension of EU liberalization is considered. The issue of merger control is discussed within the context of consolidation in the liberalized EU air transport industry. The authors conclude with a discussion of the future perspective for the liberalized EU air transport industry, including a look at scenarios and challenges regarding market access and competition.
