That's your cue: Speed-limit signs prep motorists for work zone, but may not slow them down much
Viewed as an important tool in promoting safe and efficient operations, transportation officials must set appropriate regulatory speed limits on public roads. State highway agencies have adopted policies and procedures for determining if a reduced regulatory speed limit should be established in a work zone, which aid in the decision-making process. While it is indicated that lowering the regulatory speed limit in work zones should be avoided when practical, due to increased risk of rear-end crashes that accompanies reduced roadway capacity and localized congestion, there are some cases when workers are present with no positive protection where reduced speed may be warranted. Identifying those situations is the focus of this article.
