Information Collecting Measures during the Earthquake Disaster using Smartphone and Other Tools

On March 11, 2011, due to the fact that Shuto Expressway limited cars entering it and each train company suspended operations right after the Great East Japan Earthquake, cars converged on local streets causing long hours of traffic congestion. In addition, streets were overflowing with people walking home and an increase in the number of bikes on the street cut down traffic capacity. Since it happened on the weekend around the time that evening rush starts, this traffic condition lasted for a long time. Although telephone, both land line and cellular phone, were the main communication tool during the major traffic congestion in the greater Tokyo area caused by the earthquake disaster, all of the telephones had bad connections because of the restriction in the volume of calls. Once a natural disaster occurs in the greater Tokyo area, the current communication tools and existing vehicle detector may be affected by electric outage and traffic failure and it may interfere with obtaining correct traffic information. This is a report to show the results of research and tests, to improve the ability to obtain and use the necessary information even during a natural disaster by diversifying the ways of obtaining traffic information, such as using the Internet.
