Effects and Future Plans for Sophisticated MPD Traffic Control System/Signal Control
The Metropolitan Police Department (MPD) Traffic Control System introduced STREAM, a new traffic signal control function in 1995 and replaced the method to determine split and cycle length using pattern selection with a method to automatically generate split and cycle length. This helped improve road congestion in the Tokyo Metropolitan Area by 28% compared with the previous year of 1994. Many functional enhancements followed after STREAM went into service as central processing unit (CPU) speed increased and traffic conditions measuring techniques advanced, further contributing to traffic congestion mitigation. The MPD Traffic Control System offers a range of functions: traffic data collection and analysis, traffic signal control, traffic information provision, information exchange with relevant organizations and monitoring of system devices. This paper focuses on the traffic signal control system and its history of advancement.
