Developments in tolling by weight
This paper makes an assessment of the ways that Weigh-In-Motion (WIM) systems are used in the different ways of tolling. The main characteristics, advantages and challenges of three tolling methods will be discussed; direct tolling by vehicle class, direct tolling by weight and indirect tolling. The specifics of using WIM systems for the different tolling applications – both in low speed (toll plazas) and in high speed (free flow) conditions - is described though a number of recent projects including the difference in operational conditions, requirements and restrictions. The paper concludes with a summary of the main characteristics of the various ways of tolling, will describe the recent developments and finally expected trends for the future.
