Methodology for Using Camera Systems on Level Crossings for Prevention and Repression

The methodology brings a summary of the most important available information concerning the installation, operation and use of camera systems on level crossings, particularly in order to identify and sanction traffic offenders on level crossings. In addition, it brings other functions, such as surveillance, information material for accident investigation, material for dealing with problematic cases, e.g. complaints about dysfunction of the security system, etc. Based on the research, experience, and the study of literature, the camera systems are an effective tool to positively influence road users’ behaviour and provide a number of complementary useful functions to other parties. The aim of this methodology is to support their effective practical development in order to improve road safety on level crossings and reduce the risk of exceptional events occurrence. Establishing the atmosphere of checks and a high probability of detecting the offenders is generally very effective prevention tool. Not the amount of sanction, but the probability of being detected is the strongest motivation which discourages people from committing offences. Therefore, the function of enforcement is crucial in this methodology. The methodology also mentions other potential functions and services which the camera system can offer to other parties. There is an effort to point out the legislation constraints usually based on the current act on personal data protection, which often prevents the use of desirable and useful functions. The production of the methodology is based on the information from practice (experience from camera systems in the Czech Republic and abroad), field research, consultations with different bodies and institutions (rail operators, road administrators, Police, Rail Safety Inspection, road administration bodies, companies designing and supplying camera systems), and study of literature, including the information on foreign pilot projects and evaluation of their effectiveness.
