CITIZEN PARTICIPATION IN PLANNING: THE CROSSTOWN AS A CASE STUDY, AND SOME RECOMMENDATIONS

THIS MONOGRAPH IS AN ABBREVIATED AND AMENDED VERSION OF A FULLER STUDY, ENTITLED "THE CROSSTOWN CONTROVERSY: A CASE STUDY," UNIVERSITY OF PENNSYLVANIA, TRANSPORTATION STUDY CENTER, 1970. THE CROSSTOWN EXPRESSWAY IS TAKEN AS A CASE STUDY OF PENNSYLVANIA'S CONFLICT BETWEEN "CITIZENS" (OR NEIGHBORHOOD INTERESTS) AND THE "POWER STRUCTURE." IT IS AN EXAMPLE OF THE INTERACTION BETWEEN ORDINARY PEOPLE AND THEIR GOVERNMENT IN CONFLICT OVER RESOLUTION PROCEDURES AND POLICIES. DISCUSSED ARE THE NATURE OF THE SO-CALLED PUBLIC INTEREST, SOME ASPECTS OF TECHNICAL STUDIES AS THEY ARE USED IN ISSUES OF THIS SORT AND OBSERVATIONS IN THE PATTERN AND THE ROLE OF OPPOSITION TO CONSTRUCTION OF PUBLIC FACILITIES. RECOMMENDATIONS ARE RELATED TO THE FINDINGS AND ANALYSIS. NEW EVALUATIVE TECHNIQUES OTHER THAN COST/BENEFIT MODELS ARE DISCUSSED AND RECOMMENDATIONS FOR COMMUNITY TECHNICAL SERVICES AND JUDICIAL REVIEW ARE ALSO GIVEN TO AID IN PUBLIC DECISION MAKING.
