Supporting Ridership Growth and Managing Demand for New Parking: A Strategic Approach to Planning for GO Transit Rail Park and Ride Facilities

GO Transit operates regional rail and bus services across the Toronto region that carry close to 250,000 riders daily. To support this ridership, GO operates over 62,000 parking spaces across 55 GO Transit Rail stations, making it one of the largest parking operators in North America. The need to ensure good station access will continue to increase as more people move to the region and GO adds new rail service. Metrolinx initiated the GO Transit Rail Parking and Station Access Strategy in September 2011 to determine the most effective options to support ridership growth and manage the demand for new parking in the short-, medium-, and long-term, as part of a multi-modal approach to station access. Across the GO Transit Rail network, the Strategy accommodates anticipated ridership, while moderating parking expansion compared with historic trends, with the aim of reducing auto drive mode share from 60 percent to 50 percent; provides proposed phasing for this parking expansion; and identifies proposals to improve all modes of station access. Delivery of the Strategy will support the economic, environmental and social goals of The Big Move, the regional transportation plan for the Greater Toronto and Hamilton Area. This paper describes how the Strategy has been developed based on best-practice approaches to station access planning, and highlights lessons learnt from the process.
