Examination of Alignment Options for Stage 2 of the Southwest Transitway

In April of 2012, the City of Winnipeg opened Stage 1 of its first rapid transit corridor, the Southwest Transitway, linking downtown Winnipeg with major destinations in the southwest part of the city on an exclusive bus right-of-way. Later that year, a Working Group was formed to examine alignment options for the future development of Stage 2 of the Southwest Transitway. Stage 2 would complete the link between downtown Winnipeg to southwest Winnipeg that presents opportunity for access to the University of Manitoba, the CFL football stadium, and residential and employment neighbourhoods, providing a one-seat trip for passengers. The scope of the Stage 2 assessment included developing and evaluating alignment alternatives considering operational, implementation, environmental, community, economic (property), transit oriented development, tax increment financing metrics, future build-out opportunities, and public opinion. The decision-making included consideration of technical feasibility, capital cost estimates, and development impacts, all within the context of Winnipeg's city planning policy. A matrix was created to summarize the evaluation of each alignment concept and a rating was assigned based on the criteria identified, enabling the study team to quantify the study results and provide a recommendation based on a numerical determination. This paper highlights the many facets of transportation professionals, linking traditional engineering considerations such as design, implementation, and transit planning, with economic and community considerations such as land valuation, Transit Oriented Development (TOD) opportunities, public opinion and City planning policies.
