Factors Associated with the Enactment of Safety Belt and Motorcycle Helmet Laws

Motorcycle helmet and safety belt laws have a significant effect in reducing road fatalities and an expanding body of literature has documented the effects of such law on highway safety. It is still not clear which factors influence the likelihood of laws being enacted. This study used panel data from 31 different countries between 1963 and 2002 to identify the factors that influence the decision to enact motorcycle helmet and safety belt laws. attempts to identify the factors that influence the decision to enact safety belt and motorcycle helmet laws. The study found that an increase in democracy, education level, income. and political stability are associated safety laws being enacted.
