Traffic Signal Operations Reviews: Common Threads

The article describes how the Federal Highway Administration (FHWA) Arterial Management program has undertaken a series of efforts that are designed to help state highway agencies improve their arterial street operations. One of these efforts includes conducting on-the-ground reviews of traffic signal programs to help these agencies identify needs and articulate action plans. These reviews were first motivated as a test of the question in the Traffic Signal Report Card in 2005, which showed that most agencies rated themselves poorly. Two of the most telling outcomes of the Report Card were that most agencies do not use performance-based management methods, and they do not regionally collaborate to solve individual agency issues. In order to focus on these gaps and to achieve more with each review, the FHWA has focused most of the reviews on regional applications, and in some cases on statewide issues. The article discusses the 17 reviews that have been conducted around the country since the program began.
