THE JOINT USE CONCEPT AND URBAN FREEWAY DEVELOPMENT

THE CONCEPT OF JOINT USE IS A PLAN DESIGNED AND EXECUTED TO IMPROVE AN ENTIRE CORRIDOR WITH MULTIPLE AND COMPLEMENTARY USES AS PART OF A TOTAL URBAN ENVIRONMENT. FOR EXAMPLE, IN AN AREA THAT MAY HAVE BEEN DEVOTED TO SUBSTANDARD HOUSING OR BLIGHTED COMMERCIAL USES, A FREEWAY CAN BE BUILT TOGETHER WITH REPLACEMENT HOUSING FOR THOSE DISPLACED. THIS SAME AREA ALSO CAN PROVIDE FOR VITAL COMMUNITY AND COMMERCIAL FACILITIES AND FOR RECREATIONAL AREAS OR OPEN SPACE. THE ECONOMIC ADVANTAGES OF THE JOINT USE CONCEPT ARE DISCUSSED. STUDIES INDICATE THAT IN MANY SITUATIONS, THE COST OF ACQUIRING AN ENTIRE BLOCK OF PROPERTY WILL BE ONLY SLIGHTLY HIGHER THAN THE COST OF ACQUIRING THE MINIMUM FREEWAY RIGHT-OF-WAY AND PAYING SEVERANCE DAMAGES. IN THE DISTRICT OF COLUMBIA, A 3-BLOCK SECTION OF THE INNER LOOP FREEWAY IS CONSIDERED ONE OF THE MOST DRAMATIC APPLICATIONS OF THE JOINT USE CONCEPT. IT WILL INVOLVE A TUNNEL SECTION OF INTERSTATE HIGHWAY, REPLACEMENT HOUSING OF A GREATER CAPACITY THAN THE DISPLACEMENT, TOWNHOUSES, A CHURCH, PLAYGROUD FACILITIES, OPEN SPACES, AND OTHER COMMUNITY ACCOMMODATIONS. IN THE RELOCATION OF PERSONS AND BUSINESSES, PLANNERS CAN CONTINUE TO MAKE GOOD USE OF THE STATE'S CONSTRUCTION PROCESS. IT IS CONCLUDED THAT HIGHWAY PLANNERS AND URBAN RENEWAL PLANNERS CAN CERTAINLY MAKE GOOD USE OF THE JOINT USE CONCEPT.
