Predicting Trip Generation Characteristics of Power Centers

The prevalence of the construction of large-scale shopping center developments, also known as power centers, have led to some concern in the transportation profession that the Institute of Transportation Engineers’ (ITE) Trip Generation Manual may not accurately predict the traffic impacts of these facilities. To evaluate the validity of these concerns, data were collected at 10 sites by a task force formed by the Traffic Engineering Council of the North Carolina Section of ITE (NCSITE) to investigate the trip generation characteristics and appropriately predict trips at a power center. This effort resulted in a recommendation that ITE land use code 820 be used for estimating trips for the PM peak, Saturday peak, and daily total at power centers. Analyzing the anchor store and in-line retail stores as ITE Land Use Code 820 and the outparcel stores as their individual land use type is recommended for the AM peak.
