Honolulu Rail Transit Project Delivery Methods

The Honolulu Authority for Rapid Transportation (HART) is about to commence construction on a 20-mile, $5 billion elevated, automated light metro transit system. The system will serve the majority of residents on the island of Oahu. In order to achieve the scheduled 2019 opening for the entire system, HART is using various project delivery methods, including Design-Build, Design-Bid-Build and Design-Build-Operate & Maintain. HART has selected a General Engineering Consultant to oversee the design and construction activities but will also procure separate Construction Engineering and Inspection firms to oversee some of the construction work. The paper will briefly discuss the history of rail on the island of Oahu, the previous attempts to bring a modern transit system to Honolulu and the story behind the latest and successful attempt to build the Honolulu Rail Transit Project. We will then outline the Project Delivery methods planned to be used for the construction of the system along with how HART plans to provide inspection and oversight of the construction activities.
