The impact of helmet wearing legislation and promotion on bicyclists in Western Australia

Compulsory bicycle helmet wearing legislation was introduced in Western Australia from 1st January, 1992 with enforcement and fining of non-complying riders from 1st July, 1992. Large advertising campaigns were undertaken by government and retail groups prior to and after the introduction of the legislation. In February/March 1992, a survey was conducted to assess the impact of the legislation and advertising campaigns on helmet wearing by cyclists. Three cyclist groups were observed - school children, adult commuters and recreational cyclists. The survey results showed substantial increases in the helmet wearing rates of all cyclist groups. There was a significant drop in the numbers of riders observed in two groups - primary school riders and recreational riders.
