Demonstration and monitoring of local government energy policies

A 4 year programme has seen a range of energy conservation initiatives emerge in the City of Fremantle. As well as implementation of a number of practical measures, both in house and in the community, an energy conservation officer, assisted by consultants, has conducted a programme of research into the relationship between land use interspersion, energy use and neighborhood satisfaction. Primary outcomes for the Council are substantial savings in expenditure, mainly in the areas of transport fuel and office space heating. For the wider community, energy conservation initiatives have concentrated on a major bike plan established in Fremantle during the project. An evaluation of this has been conducted, showing major increases in the use of more appropriate routes for cycle transport. Transport savings exceed the cost of implementation of the Bike Plan. For the long term, the research programme has established a relationship between increased land use mixing (interspersion) and lower transport energy use, while showing that increased land use mixing does not contribute to lower neighborhood satisfaction. Town Planning techniques are suggested that can be used to increase land use mixing which would be suitable to residents and which would result in a less energy intensive city. Finally, models for implementation of energy conservation policies in Local Government are discussed in order to facilitate this important innovation at the community level. All the aims of the project have been completed. Further work could be conducted by other local authorities attempting to implement the findings and by extending the research on mixed land use (A).
