Urban road pricing/congestion charging: overcoming the barriers to implementation

Australia has traditionally adopted road pricing on a project basis, for example the M2 in Sydney, the Logan Motorway and Gateway Bridge in Brisbane and the Melbourne CityLink. This paper however focuses on the new technology of a pricing mechanism imposed over an extensive road system - Urban Road Pricing (URP). Although the technical and economic case for URP has been met, with demonstrated experience in places as diverse as Norway, Singapore and Hong Kong, the deliverability of such a scheme in an Australian context remains questionable. This paper outlines the potential real and perceived barriers to implementation of URP in Australian cities and suggests mechanisms to address these barriers. The paper draws on extensive experience gained in the development of an URP scheme in London, programmed for implementation in 2003. The experience in London is critically reviewed for its applicability in an Australian context and the main barriers to the implementation of URP are examined.
