Life cycle cost analysis at the network level with consideration of road surface profiles and user’s costs and benefits

The objective of this research is to calculate life cycle costs at the network level by the difference of pavement rehabilitation timing and methods, taking into consideration of road surface profiles and user's costs and benefits. As a method of the research, performance curves of road surface profiles were defined by an analysis of data from the road surface profiles data bank which has about 180,000 data point that had been accumulated for about ten years in the national road network in Hokkaido district, Japan. The road surface profile data is consisted of three indicators of pavement surface characteristics, which are rutting depth, cracking rate and evenness. After the statistical analysis of these three indicators, maintenance control index (MCI) is obtained as a comprehensive evaluation indicator. We have calculated road construction cost and rehabilitation cost. Furthermore, vehicle operating costs were calculated by using a relation of road surface profiles. Finally, a total cost for an analytical period of 20 years was calculated, and it made comparative study of pavement rehabilitation timing and methods.
