Implementation of performance-based brake testers in North America

Performance-based brake testers (PBBTs) are devices that can provide a quantitative, objective assessment of the braking capability of a vehicle. For the past 12 years, the USDOT has conducted a program aimed at the introduction of PBBTs for use by inspectors as an additional tool in safety inspections. Recently, in conjunction with trucking industry representatives, a demonstration was completed of the accuracy and repeatability of PBBTs. Further, in a special study conducted in three states using PBBTs, data were collected from over 100 vehicles which initially were found to be below the minimum standard of 43.5 for braking force (BF) as a percentage of gross vehicle weight (GVW). By categorizing the actions taken to bring these vehicles' BFtot/GVW above 43.5 percent, a means was developed to return a vehicle to service should a PBBT re-test be unavailable. These test results and the current status of the PBBT implementation program are described.
