Design-Build Traffic Signals…Is It Right for You?

This paper originated from the white paper titled, “Local Government Design-Build Traffic Signal Experience: Flat Shoals Road at Red Oak Road.” The paper has been expanded to compare manpower and certification requirements of two public agencies: (1) Fulton County Traffic Operations, and (2) City of North Las Vegas Traffic Operations. Contractors successfully completed construction of two traffic signal projects using the design-build construction method. This paper evaluates the pros and cons of design-build signal building, timelines for design and construction, process snags, funding comparisons, navigating through public agency processes, and public sector manpower issues. Design-build became a welcomed alternative for County administrative personnel because it aided the County in signal building. With County manpower and trained personnel limited, an alternative was needed. This paper also addresses the importance of communication between the lead public agent, the design consultant, and signal contractor. All three parties during this experience maintained open-lines of communication which lead to successful projects. Ultimately, the presentation will leave the public agency official a choice whether or not this technique is applicable for their respective Public Works/Transportation department.
