Analysis of Public Benefits for Pennsylvania Rail Freight Funding
Building on best practices from other states and Pennsylvania’s existing evaluation processes, this project developed an assessment tool to help the Pennsylvania Department of Transportation (PennDOT) analyze the public benefits resulting from the investment of public funds in support of private freight-rail investments. This report describes the development and use of the tool (Pennsylvania Rail Benefits Estimator) to evaluate grant applications for freight rail funding.
