Development and Implementation of Mobility Options Assessment Tools: Lessons Learned

Assessment of perceived gaps in transportation service from various perspectives is critical for service providers in developing strategies for improved performance. A methodology is proposed for: assessment of the perceived gaps in transportation services from the consumers’ perspective; determination of the actual gaps in transportation services offered by various providers; comparison of perceived and actual gaps; and, determination of appropriate strategies to close those gaps. A pilot study was conducted in Jackson County, Michigan and assessment tools were developed for use in similar areas. Parallels are drawn with the guidelines identified in various resources (e.g., Transit Capacity and Quality of Service Manual). Important lessons learned for successful application in other areas include: the role of regional and local stakeholders; development of assessment objectives; identification of “transportation disadvantaged” groups for evaluation of mobility options; importance of coordination with non-traditional service providers; and considerations of the utility of the results to provide better service for the community. Resolution of mobility gaps in light of the pilot study results and the utility of the proposed methodology for varying objectives are also discussed.
