PRESSURE-RELIEVING SYSTEMS FOR MARINE CARGO BULK LIQUID CONTAINERS

A general review of cargo containment, as it relates to overpressure encountered under emergency situations, has been prompted by recognition of the unique characteristics of systems involved in marine transport of bulk liquid hazardous cargoes. A Panel on Cargo Containment was formed for the specific purpose of recommending, in view of existing knowledge, better pressure-relieving systems and to encourage design features that will decrease the inherent hazards. After careful analysis of fifty-two existing formulas, previously recommended for the sizing of the relief valves, the Panel proposed a new formula that reflects present knowledge and engineering practices, with the objective of encouraging additional attention to those details which made for a safer system. Additional research is recommended on the heat flux to bulk liquid containers during exposure to fire to resolve ambiguities in present understanding. Further study should be made on the basic difference between the European policy of containment till failure of the vessel and the American policy of relieving pressure to protect the vessel.
