A SAFETY DEMONSTRATION PROGRAM FOR OAKLAND COUNTY, MICHIGAN
The report describes the procedures used to apply a systems approach to the highway crash problem in a representative metropolitan area county. Techniques involved in the design of a management system are examined and the functions of a recommended model are explained. Program possibilities are examined and the final selection through a task force process is outlined. The initial steps in the implementation of a comprehensive traffic law enforcement program are described. These include public opinoin studies, surveys of police traffic services, traffic court operations, driver obedience studies, and public education activities. Several exhibits of survey instruments, problem identification matrixes, management models, and other tools developed for the program are included.
