INTERCITY TRANSPORTATION EFFECTIVENESS ACCESS/ASSIGNMENT MODEL. PROGRAM USER'S INSTRUCTION MANUAL
The Intercity Transportation Effectiveness - Access/Assignment Model is a planning tool designed to evaluate the alternatives available for increasing the capacity of groundside passenger handling facilities to accomodate the expected increase in air travel, specifically the expansion of existing airports, the construction of new airports, and the construction of off-site or satellite passenger processing facilities. The model is capable of representing specific regions, including multicity, multi-airport situations. Proposed system of facilities can be tested easily at little cost. The assignment of air passengers to facilities in a proposed system is designed to reach an equilibrium between the facility supply (represented by time impedances) and the passengers using the facility. The capital costs of the system are computed on a daily basis, enabling a comparison with reductions in the passengers' perceived time costs.
