THIS DISCUSSION (1) DETAILS THE ADVANTAGES OF ZONING IN COMBATTING THE PROBLEM OF TRAFFIC CONGESTION, (2) CITES EXAMPLES OF ZONING ORDINANCES IN A NUMBER OF CITIES, AND (3) RECOMMENDS RESEARCH PROGRAMS, LEGISLATION, AND STANDARDS. UNDER THE LAST CATEGORY, STUDIES ARE RECOMMENDED TO PREPARE MATERIAL TO DISTRIBUTE TO LOCAL GOVERNMENTS EXPLAINING THE ZONING PLANNING POWERS AVAILABLE TO THEM AND SUGGESTING DESIRABLE PROCEDURES FOR ORGANIZING AND OPERATING ZONING AND PLANNING AGENCIES.
