COST ESTIMATING MODEL FOR RURAL INTERSTATE HIGHWAYS

MULTIPLE REGRESSION ANALYSIS WAS APPLIED TO HISTORICAL DATA ON HIGHWAY CONSTRUCTION COSTS IN ORDER TO DEVELOP MODELS FOR ESTIMATING FUTURE CONSTRUCTION COSTS OF THE INTERSTATE SYSTEM IN WEST VIRGINIA. GROSS CONSTRUCTION COSTS WERE SUBDIVIDED INTO CATEGORIES, E. G., GRADE AND DRAIN COSTS, PAVING COSTS, MAJOR STRUCTURE COSTS, AND TOTAL COST. SEVENTEEN PHYSICAL CHARACTERISTICS OF EACH CONSTRUCTION PROJECT WERE IDENTIFIED AND ANALYZED AS THE INDEPENDENT VARIABLES OF THE REGRESSION EQUATION. ON THE BASIS OF AN INDEPENDENT VERIFICATION CHECK, IT WAS FOUND THAT REGRESSION ANALYSIS PERMITS ESTIMATION OF CONSTRUCTION COSTS WITH A HIGHER DEGREE OF ACCURACY THAN CAN BE OBTAINED BY USING UNIT COST FIGURES. FURTHERMORE, THE REGRESSION ANALYSIS CAN EMPLOY, AS INDEPENDENT VARIABLES, PHYSICAL CHARACTERISTICS WHICH CAN BE DEFINED FOR FIVE-MILE ROAD SECTIONS AND COLLECTED WITH A MINIMUM OF MANPOWER AND FIELD INSPECTION. /AUTHOR/
