Modeling of Cargo Vehicles Choice in Variable Pricing of Freeways
Currently, freeway traffic demand during rush hours is very high and freeway traffic demand during non rush hours is very low. With variable toll pricing capabilities for cargo vehicles, traffic congestion on freeways could be reduced. Since cargo vehicle drivers have flexibility in selecting their departure time, variable toll pricing for cargo vehicles may have the feasibility in balancing cargo vehicle departure time distribution and improving traffic efficiency. In the paper, field questionnaire surveys were performed to obtain cargo vehicle drivers’ behavior data regarding their departure choices if different variable pricing schemes would be implemented. Based on the survey data, variable pricing models with logit model formats were developed.
