THE SCOPE OF CRIME CONTROL AND AN ASSESSMENT OF DIFFERENT APPROACHES IN TRAFFIC CRIMINALITY
Traffic offences are quite common, result in great damage and include intentional as well as negligent offences. Endangerment should be punished in the same way as the causing of damage. Confiscation of the motor vehicle and deprivation of the driver's licence have a different severity for different offenders. Decriminalization of petty offences has won support in many countries. Education and treatment, but not as replacements of punishment, can increase individual prevention. Police supervision serves as a general deterrent. Moral and customary norms may support penal threats of punishment. Tax laws and traffic insurance legislation can influence traffic criminality. (penal sanctions should not be limited to road users only). /TRRL/
