CHILDREN IN TRAFFIC
In safeguarding the child in traffic, the objectives must include physical, psychological and legal measures. Only physical separation can guarantee the life of the child. Traffic training, when consistent and systematic, is important as it reduces the accident risk, but can never guarantee a safe passage on the road. The main emphasis must therefore be put on adapting the environment to the child, and not vice versa. For preventive reasons a revision of the traffic code is necessary in order to improve the legal position of the pedestrian. These objectives are all important ones. With the present increase in degree of motorization, the accident rate of children must be lowered. /TRRL/
