FEDERAL EXCAVATION TECHNOLOGY PROGRAM--1971 ANNUAL REPORT

The Interagency Committee on Excavation Technology of the Federal Council for Science and Technology was established to coordinate and optimize the Federal investment in research and technology in excavation and to assist in guiding increased Federal investments in this area. This annual report of the Interagency Committee on Excavation Technology reflects the Committee's first year of activities in meeting this objective. It is well recognized that excavation operations, whether on the surface or below the surface, have a tremendous impact on the cost of transportation, utilities and other services; and on our environment and social well-being. There is increasing recognition of the opportunities and potential benefits to our social and economic welfare of increased use of the subsurface for many services and activities which in the past have been conducted on the surface. Realization of these benefits will depend largely upon technological improvements in the art of underground construction to make it economically competitive with surface construction. Thus, underground construction research deserves a significant place in the set of national priorities.
