The National Exercise Program

The National Security Council directed the establishment of the National Exercise Program (NEP) to integrate national-level exercise activities. The NEP consists of four tiers. Tier I is federal government wide and directed by the White House. It focuses on strategy and policy and requires full participation. Tier II has a federal strategy and policy focus and requires significant simulation. Tier III encompasses other federal exercises. It has an operational, tactical, or organizational focus and requires simulation. Tier IV has a state, territorial, local, tribal, or private sector focus. A key pillar of the larger NEP framework is the Homeland Security Exercise and Evaluation Program (HSEEP). HSEEP is a performance based exercise program providing standardized policy, methodology, and terminology for planning exercise design, development, conduct, evaluation, and improvements. The author examines the NEP, its five year exercise schedule, its impact on the United States Coast Guard and partners, and potential of the NEP in the future.
